After a careful examination of the several proposals submitted to us we recommend the arrangement "B" for adoption for the following reasons:-

(a) It satisfies the requirements of the Crown Solicitor the only officer affected.

(b) It provides a library which with the book accommodation in the galleries of the 3rd court will probably prove sufficient.

(c) The library would be in its proper position in the building and easily accessible by the Law Officers and the Bar.

(d) It interferes least with the appearance of the building as designed and consequently is the least expensive to carry out.

It may be noted that owing to the configuration of the island the courts will be seen from higher ground and that skylights though they may be concealed from the spectators on the level of the courts site would be visible from the surrounding heights and materially injure the dignity of the buildings.

The enclosures of your memo including the plans are herewith returned.
